pressure to offload these malls to recoup costs. As a result, these shopping centers are designed to maximize the numbers of small units, each measuring roughly 300 square feet, and they have virtually no anchors except for supermarkets, Dvoracek says. And so the mall model familiar to the Simons and Taubmans of the world — in which the operator retains ownership and controls the merchant mix — remains thus far the exception in Iran and not the rule. One pioneer of this model in Iran is Ali Ansari, a pri- vate-sector developer who is building, among other projects, the Tat Mall, in Tehran (not only Iran's capital but also its largest city, with some 17 million people), and the Mashhad Mega Mall, in Mashhad, at population 3 million the country's second-largest city.
